Key Changes to Canada’s Temporary Foreign Worker Program
- Wage Increase for High-Wage Stream Workers Starting November 8, 2024, wages for workers in the high-wage stream will increase by 20%, adding $5 to $8 per hour, depending on the province. This means more jobs will fall under stricter low-wage rules, affecting housing, transportation, and recruitment requirements.
- Focus on Hiring Canadians First Employers are encouraged to prioritize domestic talent, especially under-represented groups such as youth, Indigenous persons, women, and individuals with disabilities. Youth unemployment is currently double the national average, which has driven this focus.
- No More Attestations for Business Legitimacy As of October 28, 2024, employers can no longer use attestations from accountants or lawyers to verify their business. Instead, the government will use data-sharing tools to ensure only legitimate job offers are approved.
- Preventing Fraud and Misuse The government will continue to monitor for fraud and misuse of the TFW Program. Adjustments may follow to ensure only employers with genuine labor needs can access the program, protecting workers and the integrity of the process.
